On my Samsung my contacts are available from the lock screen. There's a little transparent phone icon in the lower left. Swiping right on that brings up the phone keypad. On that screen there should be a contacts tab. Not sure if that's an android or a Samsung UI feature. I'm could probably also be disbanded. Most phones have a ICE (in case of emergency) contact. That's a good one to start with.
