This has been asked quite a few times in this sub. The consensus seems to be that between the railroads owning a lot of the waterfront property and the occasional foul odors coming from the river, the potential for good true waterfront dining is not fantastic. The wind can also be fairly strong right at the water's edge, which can make it uncomfortable depending on the temperature and messy as everything blows around.
Hofbrau seems to be far enough away from the river to avoid the smells yet high enough in elevation to still get nice river views. Same with the restaurants on the North Shore by PNC Park. They're not what you'd call waterfront/waterside dining, but they have nice river views and are sort of the best options.
A couple of restaurants at the Waterfront in Homestead have small patios facing the river along the bike trail too. I think it's Red Robin and Storming Crab.
