Not what you're asking, but I remember my mom and some older friends talking about this when I was a kid:
https://mystictearoom.com/wiki/Having_Your_Fortune_Told_At_a_Tea_Room
It was a right rite of passage to have tea leaves read there.

Although members only, the Duquesne Room at the Duquesne Club is ornate and beautiful and does a great high tea service.

In all seriousness, years ago we went to an amazing one in Willam Penn hotel(I think that’s what it was called) it’s an Omni now and looks like they do t do high tea anymore.
Here’s an article I found about places that do high tea as of last spring. https://nextpittsburgh.com/features/escape-to-bridgerton-at-the-pittsburgh-areas-6-best-spots-for-high-tea/2/

It’s not tea but The Grand Concourse Sunday brunch. I went to the Russian Tea Room in the 1980s w my dad and The Grand Concourse has the same feel, the same service. Sit in the main dining room.

You didn't but many of the responses were about where to get high tea in PGH.

We don’t really have anything that’s open that late or that expensive, but places like Eleven and other top area restaurants will offer caviar service here and there and always have champagne to pair.
If you meant for actual tea service and not the later night offerings then high tea at the Hyeholde May be it.
