It looks like they went through the city to get the no parking signs and are potentially removing junk from a house they just bought. I did the same thing when I moved into my home and needed a place that the Uhaul could park while we unloaded. Not everyone has a garage or driveway, and it's impossible to guarantee a spot outside your home if it's on the street otherwise.

make sure to check the "I need official city parking chair" and write the correct # in the box next to it. it's 1 chair per 5 feet. round up to the higher #.

Sidewalk chairs are for saving a spot for the parade. Parking chairs must be on the street. Those are not to be honored.
