That building looks like, what is now, the Jasper (AB) tourist centre.

(edit) Post these in r/vancouver, Someone will be able to get details on that pow-wow event. There are definitely images here from Stanley Park and maybe Grouse Mountain. There will be people interested in these as they are great quality!

Looks like the old museum on the north side of the bridge on Banff Ave. Currently it is a green space park. Across the bridge (south of the Bow River) is the Banff Park Administrative Building. The ceremony would be the parade for the Indian Days celebrations, held each summer until 1978 as a tourist attraction. It currently is a Nakoda Nations festival which is mostly closed to the public, but serves the needs of its member nations.
