I am kind of with you, like I expect a cosplay to stand out in a regular crowd of people. However at a convention where everyone is in costume, I would recognize this as being an homage to something, even if I don't/didn't recognize it.

Tbh the characters in Oyasumi Punpun are all dressed like how a regular human would dress. I suggest try reading the manga as to understand how the characters are ^__^
