What if there is an emergency where someone drove from one location to another to help a friend or family desperately in need? Should they find a spot first or let them die?

What if an emergency vehicle needed to access the train yard or apartment buildings on either side of the U-Haul and was forced to wait or turn around and waste time so the person they were trying to help died?
That's just as (or more) probable than your "gotcha" situation to defend double parking - are you running for city council?
