IMO they should sell it to the navy to use as target practice. But I think a big concern is that it may not be structurally sound enough to leave the pier

Just push it super fast across to the NJ side and let them deal with it. Either that or set it adrift down the Delaware and see how far it goes. Wherever it lands is it's home.
