Does the city offer any resources? In Pittsburgh each resident gets an allotment of 5 catch and releases to keep the stray animal population under control.

PSPCA isn’t part of the city’s outreach. ACCT is the extent of the city’s involvement here.

ACCT will spay/neuter community cats and unowned cats free of charge with an appointment, but will not do pets. Everywhere on this list will do owned and unowned cats at a lower cost than most veterinary offices.

It's a shame they make it so complicated to TnR. I bet way more people would do it if you could just catch a cat and take it in. Instead they only take them sporadically and they have to be in traps too.

just so you know, PAWS is only neutering cats and they're super booked. they still take in dogs but it's case by case only and could take a loooong time
