I know this is tough for the PPA, but they could possibly use discretion and allow you to demonstrate that you just purchased the home/rented the apartment and invalidate the old pass. Probably there's a better solution I haven't thought of.

The PPA is not out for solutions, it's out for that cash. They're giving out 2-hour limit violations left and right in unmarked zones, dispute portal is broken, you either have to print out the photo evidence and mail it or go in person while you should be at work
Edit: I mean they'll just default to the 5th car for everything and you cant easily dispute it, profit line go up

When we moved in there was already a pass on our apartment but they were able to invalidate it. I think it was down to them needing to hear back from the previous pass owner though?

My house was the same way. I actually forgot that they could get an ok from the previous owners. I think it's a bad system to rely on the previous owner, since they have very low incentive to help. An executed lease or settlement paperwork for the house should be sufficient. Of course, it barely matters right now because the passes are priced below cost, anyhow.
