I had it labeled with my address and apartment number, and I take my bin inside the same day when the recycling is collected, but I still come back and the whole bin has vanished. This is the second time it's happened. Do I just have to budget for buying a new recycling bin every 6 months??

I think some combination of sanitation staff throwing them, losers who take them, oblivious neighbors, and mutant raccoons means that a 6 month lifespan is reasonable. They are free if you can find one at a city dump
