Unless you have experience with city bike riding I would say no. I ride often and still find it daunting. You can however have a really pleasant bike ride on Kelly Drive along the river. There are several Indego and private rental stations just behind the art museum that would be great. Also, you seem to already realize this, but that is not Philadelphia in the stock photo. We dont have any pedestrian shopping streets like that.
