In any event, it's entirely the same story, which is that the NYPD has virtually zero interest in investigating these types of crimes.
I can also guarantee you that nobody is going to do any time at all for this.

Even if they get the plates, find the car, and confront the owner, the owner can just say that they weren't the person driving at the time. And there's the end of the investigation.
