Other comments got it right. We used to call the sign with moon, the "Disco parking." Basically, this is a money-making scheme by the city. They will not only ticket, but TOW the car between 2 and 6 am on those mornings.

Two clarifications: *the 2am-6am restriction is only on Monday, Wednesday, and Friday

*the 6 hour allowed parking on Saturday is metered. so you need to pay in the ParkNYC app using the zone number listed on the blue sign

Yes, and free parking Sunday and midnight-2am and 6-7am (Tuesday Thursday Saturday midnight-7am).

I think you have it right. It’s really not that hard as some people make it seem, you just read too to bottom and as long as none apply to you then you’re good.

A lot of people misread the night restrictions and get tickets, 2 am Monday morning comes 2 hours after midnight on Sunday not at the end of the day Monday.

Also you would be fine to park there after 2 am Tuesday or Thursday.

Also there is a crazy restriction in the garment district where only full size vans and trucks can park in commercial spaces as opposed other smaller types of commercial vehicles (pickups or cars.) Of course this restriction doesn't appear on any signs, you just have to know about it. People usually find out when they get their first ticket.
