Bingo. This happened with the curb extension outside my building too and eventually they got around to putting in the stuff to make clear that the box is for pedestrians. That said, the crosswalk should've made it obvious and the red pickup driver is being a massive tool.

I think at this point, most people are becoming cops for self protection. In NYC I notice people who have no business being a cop.
