Phase 1 and 2 of this project were started under DeBlasio. Phase 3 under Adams was a continuation. Neither really had any input or "made" it happen. It's all done by DOT staff.

Just the double standard that if this wasn’t done, someone would say “Adams is useless. There’s still no bike lane”
