This is why I always use cash for tipping. Happened to me before once, but nothing like yours, like mostly 30-50 cents difference, so I never disputed it.
Edit: As to why they did it, no idea, they probably thought you wouldn't say something.
the most common and, probably the truth, whether you want to believe it or not, is that it was an honest mistake.

server probably punched in the wrong number in the midst of service.

they probably aren't answering your email because the person in charge of emails have more pressing things to do than answering an e-mail complaint about $2. Although they should, they probably wont.

does not make it right but thats probably why you're having a hard time getting the $2 back.
Hey I mean, end of the day, it's your money, doesn't matter if it was 2 dollars or 1. Hopefully you're able to dispute it successfully, otherwise, do what I do and tip in cash lol.
