Why does the plan to renovate Penn Station include razing the neighborhood to build 10 commercial office towers when so many of the office buildings in midtown are still empty?

I want Amtrak to bring back the 20th Century Limited with a full Pullman consist hauled by a 4-6-4 J-3a Dreyfuss Super Hudson. We can both keep dreaming though. :(

To bring foreign money back into the country after consumers like us sent the money out of the country by purchasing foreign manufactured goods over the past 30+ years.
