Corruption, incompetence, who knows? It could be all of the above with this guy.

It’s hard to understand why you would slow-walk bus lanes, if part of your swagger is all about getting people to come back to the office. You want people to show up in midtown? Make it painless to get there! Get those buses and bikes moving.
