He was implying that if the accused is violent(or in the examples he gave shrugged off a taser and still knocked out a cop) people will ivory tower judge cops for protecting themselves. So if an accused is knocking out cops you can't expect someone to take punches until they tire out. His argument is that they're not provided any means to restrain violent individuals.
