If it's every single day and you hear it on the 19th floor I suggest it might be some sort of mechanical noise that to your ear is mimicking a scream. I see no other reference to this happening after a quick search.

Its gotten so bad, my boss lets us continue working from home cause no one can concentrate in the office.
