I was just thinking, who is going to enforce this? Until there's a wall of meter maids (like there are in some neighborhoods) whose duties are changed to ticket illegal trash, this new time thing can't do anything, right?

There are sanitation inspectors who go around looking for trash and recycling violations, like lids off cans, trash mixed with recyclables etc. Fines are $200+ each ticket. The city is rubbing its hands in glee over this new income stream, and the rats won’t be fazed at all.

Yeah I've actually seen some of these tickets pop up recently on the doors into buildings, so there does appear to be stepped up enforcement on this front.

This is why this new rule annoys me. They aren't gonna ticket the large apartment complexes all over the bronx and brooklyn, but every home in staten island and queens is gonna get pinged at least once.

The rat problem has always existed, but it has gotten significantly worse since covid. I’m on DSNY and the rats have become a big issue. Used to see them here or there, now I see them multiple times a night. They get into the garbage, they make a mess and they carry diseases.
I don’t think this later in the night put out is gonna change anything though. Even if everyone participates and does the right thing, most recycling trucks go out on the midnight shift and rats are less likely to go for recycling bags if there’s garbage next to it. Standard garbage collection trucks are split between the day shift and the 4pm shift. So no matter what you still have garbage potentially sitting on the street for 12 hours anyway.
This solution makes no sense and I don’t think we’ll see any real change.

If you haven't been dealing with it personally, you probably don't get how bad it has gotten in some areas. We had to relocate because of rats. Not talking one or two, talking dozens upon dozens nightly all over the place, in the walls of multiple buildings, etc. They're chewing through wires and spreading disease and parasites to people. Some of them have gotten aggressive enough they're now going directly at people.
The city is overwhelmed with reports, to the point that some of their inspectors don't even show up.
It really seems to be by area.
Given where we were was also one of the highest crime areas in NYC, I can say for sure that the rats were a bigger problem than crime, and I can't think of much worse than the rats for people living there other than maybe starving to death.

I am genuinely sorry you're going through this.
Call 311 and let them know you are going to the media/court, if you have the money to make good on it. They will have a team out who actually cares pretty quickly.

Idk but it's going to be a while before a majority of residents realizs the change, but I believe the government should have a government social media so residents can voice their opinions and etc, reddit and other social media's rarely reach the ears of those writing the rules within the government, yes u still can't force those in the government to read it but add read receipts so they can be scrutinized for not giving a $hiit.🤷🏾♂️ make it like checking your email, idrk

Calm calm, it’s 1 day a week, surely you can not see your kids one evening a week. Besides a lot of supers live in the building.
Not saying that the 8pm garbage solution is gonna make any impact on rats, or that it isn’t stupid.
But “somebody think of the supers” outrage is misplaced.
I’d love to be a super, free rent, decent salary and >60% of your day to do whatever you want. Sign me up
