In the full video of the interview with him, he explains that while the city will get him housing if he asks for it, he prefers this over the mini-homes offered by the city, since he views the city's housing as controlling and oppressive.

Usually the city options are “you can sleep here, leave your stuff in this insecure cubby, or take it with you. And you need to be gone all day. Can’t come back till 8p.” Not only that these places are dangerous full of violence, people getting raped, all their stuff stolen while they sleep.
It’s not like a dorm room. It is a bunch of cots set up in a huge room.
Yeah a box on the street sounds a lot better to me. At least it is your space and you can watch / protect your stuff.

They’re totally welcome! In fact, plenty of them already live around me, never had any problems with them. Yknow this might shock you, but if you push your disgust down and talk to them like normal humans, you can actually have some cool chats with them. Many of them have had pretty interesting and out there lives.

I have had a few. I have helped a few. I have been mugged by one. I still will buy food for someone that wants food. If they complain i will walk away with the food.
I will treat them as people. But as a person they need to follow the law. What he is doing isnt legal. Allowing it shows "they can do what they want".

That’s great, I’m glad you still help folks out despite a negative experience. Many people can’t see past such experiences.
At the end of the day, we’re all damaged basket cases barely holding on to the thin veneer covering the reality that we’re a few bad days away from being where they are. And where they live is a place hostile to moneyless folk. And so despite attracting society’s ire for simply existing, they have to make do however they can, even if it’s not strictly legal. And I’m sure you agree we should not follow unethical orders, nor unethical laws.
The US has the greatest legal system on earth. Just need to keep in mind it’s a legal system, not a justice system.

How if no one will hire him? You can't really apply for a job without an address, there are exceptions but they are few and far between. We need comprehensive assistance to get people back on their feet, and we can make it compulsory.

The reality is the vast majority of construction companies don't care where you live just that you can show up 15 minutes before work starts, stay sober and that you can physically bust your hump for the entire day in a competent manner.

There is either mental health issues. Which many cannot afford to get treatment for or refuse to.
Drug abuse cannot afford to treat or refuse to get off.
They then expect folks to give money or help them when many refuse to help themselves as they can get more begging/stealing/jumping either other people or other homeless folk for said things.
They are just as good/bad as the normal folks are. The difference is they many times over had folks before them ruin the chance for coming back to their own feet cause "homeless or druggies/crazies/bums"
If we had places to put them. I doubt it would help long term as many are so "street" set. Even when given chances cause issues.
Mini homes for them? Folks have set fires from cooking in them when told not to or due to trying to do drugs.
Hotel rooms? Same issue as above.
Someone opens the doors to them? Stolen from. threatened/raped/assaulted.

Look in cali. There is a whole town going "We want these guys gone" and folks have been mugged. Fire fighters/cops have had to show up to arrest and put out fires. But before the homeless camp "cropped" up they had none of these issues.
