When I reading this I noticed the grandfather told the mother he left the granddaughter at his house to drop off the vehicle…so my question is, did he run other errands during the day and leave her in the car more then once? Or did he just forget he loaded a toddler into the rental right before the drop off?
Loading a toddler into vehicle takes quite a bit of effort and if he ever looked in his rear view mirror for a second or checked the rental for any personal belongings he would have seen her. Like, HOW DID HE MISS THAT? Wasn’t she in a car seat? Was it his car seat? Like I have so many questions here.

Probably memory issues. Left get in the car to return the keys and forgot water was in there in this few minutes she was out of sight.

I may offer a third possibility since I caught my 2 year old did it several times…grandpa left the car back door open and the kid crawled right in.
I also caught my kid crawled under the car too after playing hide and seek around it…that was really scary.

Let’s say the kid did crawl in the back seat without him noticing….How would he not notice a toddler moving around in the back seat unrestrained while he was driving? Or not hear the kid making noise? Or not have seen her in his rear view mirror in the back seat? My oldest nephew is 3 and believe me even when he’s asleep there’s no mistaking there’s a child in the car.
If this person is this unobservant, they shouldn’t be allowed to be left alone by themselves, let alone drive a motor vehicle.
