Isn't an alcohol free bar just called a restaurant or Cafe? How is it different? Do they just serve non-alcoholic drinks with no food?

At least cafes and restaurants serve the correct item for their location. Sitting around in a bar setting without alcohol and with other completely sober people doesn’t sound fun at all. I imagine a lot of holier-than-thou and other stick-in-the-mud types frequent those.
