Defund is the worst term ever concocted for this situation. Two problems exist in policing: 1.) police officers are violent idiots who can’t always be trusted to enforce laws fairly or judiciously 2.) communities brutalized by police are also underserved by police enforcement against crime, which feeds poverty and blight (see: clearance rates) Defunding implies flat cuts.
