Seems like the quest only appears if you're near Mexico?

I live in Mexico so i had 0 problems complete it and the rewards are ok, not exclusive content or something you might feel you're missing out

I am not in Mexico and didn't get the quest.

It is supposed to be centered around the Pokemon Hawlucha, which is new to Pokemon go and supposed to be a region exclusive for Mexico.
