I’m starting to wonder how Roger and his family found their way to that town. Was it coincidental? They must have seen the military caravans on their way. And why were the soldiers so distrusting toward them?

I think it has something to do with this being the 13th year. Maybe that gives the Praetors some kind of power they don't normally have. Like possibly removing the roadblocks to bring more people in... or to let themselves out... if the military is only now bothering to show up, it would be because the curse is becoming a national security risk.

I bet its the military trying to use those creatures, or at least understand parts of their power. They 100% did something, on purpose or not, which made those creatures stronger.
