Well, that's assuming a lot. I think you might want to reflect on the differences between the passage of time vs. time travel. Imo we are passing through time moreso than traveling through it. And I am confident that there are ways to change one's perception of time passing. We don't even know if time exists outside of our own universe. Furthermore, I will not refute that it is possible that somewhere in the future we may find a way to allow ourselves to intentionally travel significantly through time.
But I think that in terms of probability - this person probably needs medical attention. And that it would be impractical to suggest and assume that knowledge will be acquired on time travel someday, over receiving medical attention. We don't know if we will be able to. And yes black holes and other great forces can bend time and space; and light can travel through time very quickly. But none of this has been achieved or harnessed by humans. To say that we have grasped time travel is a long shot. And just because Neil DeGrasse Tyson says it doesn't make it so. If there is one thing history has taught me about scientists, it's that they are wrong a lot of the time. And that's usually not recognized until long after they are gone.
So respectfully I do not agree with your statement supporting that the man in the black suit is a reality.
