Interstate is a proper noun, referring to the Interstate Highway System: https://en.wikipedia.org/wiki/Interstate_Highway_System
Those highway numbers start with I, such as I-95. US-95 is a different numbering scheme, for a different set of highways, mostly constructed earlier.
You should stop trying to use interstate and intrastate as adjectives, you're only confusing yourself further!

Inter is a prefix that generally means among or between I put a space between the words to emphasize that both highways do run among/between multiple states even if Interstate is a proper noun
