According to the article, he wanted to order medication through reception and was told he needed to go through the actual ordering process instead of demanding pills from the first person he saw. He didn't get take that well.

Based just on that, I’m gonna guess his medication is something derived from the poppy plant that makes you mean if you don’t get it immediately

Not excusing this behaviour in any way, but GP practices can be infuriating with their rules. Recently I was in the waiting room when another patient asked the receptionists (of which there seem to be about five) for a repeat prescription. They said they couldn't deal with it in person and she'd have to phone. So she stood in front of the reception desk and phoned the surgery to speak to the receptionist who was sitting in front of her.
