Cuba is 70 miles from Florida. Castro permitting nukes on his island, the fact the cia lost to Castro during the revolution, fhe Bay of pigs fiasco...there really wasn't any way to affect that soft power in way that did risk American interests at home.

And I'm not evening going to mention Cuban lobbies in the states.
