These would be Chinese nationals wishing to enter America. Customs and Border Patrol could simply make it a requirement. Tons of countries had vax requirements after all the lockdowns were lifted. Easy to implement

I had to have my vax card when I traveled to Canada from the US in August. Not sure if that has changed since.
