Presuming the father is crazy, maybe not leaving the kids with him while he's having an episode would be a good start.

A simple 24 hour psychiatric evaluation hold in Ohio. More than enough evidence to hold him. Can’t believe they let him go on his merry way with dependent children

Well, presumably the mom was sane. They probably thought she was good enough to keep the situation under control and get him help if needed. Obviously not. I wonder if she's just as mentally ill as he is.
