This guy seems to have had bad intentions though. And the number is in the same lines as Trump at 300 classified taken as he left his job which implies bad intentions.

If they are documents they can be replicated.

Don't forget that they found a laptop with the documents scanned onto it. So there's digital copies out there, too.

It does appear to be they would mark even the most benign documents as Classified, but the higher classification levels seem to be legit secrets.
