I always took it to mean that the benefits were relative to other formulas. I never took it to mean that formula was better.

That's the justification for the claims, as backlash against formula companies in the past was huge because they did market themselves as better than breastmilk. It was so bad that WHO got involved.

Back in the day, formula companies would do campaigning in developing countries with little access to clean water.

They manipulated and lied in an effort to increase their profits at the expense of the lives/well-being of literal infants.

Not just campaigning but actively undermining breastfeeding in the case of Nestle, where they gave free samples of formula to women meaning they gave up on breastfeeding and then they couldn't afford more formula or couldn't prepare it safely causing the deaths of many, many babies. Utterly disgusting and despicable practices.
