I just bought out my lease and own my car now. However, the title is under my father's name and he lives in NY. My father has given me the title and signed off on it and I'm not sure what steps I need to take to have this title transferred under my name (I currently live in NJ). Any help would be appreciated.

It should be no problem for your parent to gift you a car and sign the title over to you. I believe you would just fill it out as if you are buying it for $0.00
You may still have to pay some amount of fair value tax on it when you title it in NJ but I’m not 100% sure. If your dad has easy access to a notary it might be worthwhile to have him get a letter saying he is gifting it to you and that he is your father. You shouldn’t need it if your last names are the same but it’s better to have it ready just in case

Had a similar situation, called njmvc and they were super helpful. theres a dedicated number for title questions, just call. :)

He can give you a car as a present. You most likely won't have to pay sales tax. See below for details:

Thanks for letting me know about this! I read through the link you sent over, but am still a bit confused.
Can I just go to the DMV and claim the exemption by telling them this was a gift from my father?

They ask you how much you paid. You say it was a gift.
I think you get one 'gift' every so often. Forget the interval.

I did it over 10 years ago so I don't remember details, but I do remember that once we got there they told us we don't have to pay sales tax. I didn't know this in advance.

If it’s signed already all you need to do is make an appointment at the dmv.
