DMV. You just hand them to someone at the front desk, they toss them in a box, and give you a receipt.

That said while i have heard stories of people getting hassled for not returning them, i must have a half dozen sets down in my basement from over the years, and have never had an issue.

The issue is if someone gets them and uses them. Once you hand them in, they are marked as surrendered in the database.

This happened to me. I had no idea they were supposed to be turned in, and through the years, I don't know what I did with them, but I just got a ticket for street cleaning in Jersey City. It was my plate from 15 years ago, on a car that was not mine, and now I have to plea by mail (I just have to send a copy of my license and registration).

DMV will even send you the old ones if you want and they'll usually have hole or specific mark if I remember correctly that's what happened to me last year.
