Definitely a chain, since it has a gringo style I’m going tk have to call it mex American
Edit: they have a Cubana they call a “Mexican” style sandwich and that makes me irrationally angry

I think the majority of sit down Mexican restaurants I go to give free chips and salsa when you dine in. In Middlesex county there is Jose Tejas, on the border and chevys that are all chains and all have free chips and salsa. Since you tagged central nj these are all on rt 1 between Woodbridge and Lawrenceville

The one I was thinking of Lawernceville is gone, I just looked it up. But, two locations still in NJ.
Just about every Mexican restaurant I've been to. Including /especially authentic ones. Take your pick of anywhere in new Brunswick

I haven’t been to an on the border in years. I think they do a table side guacamole. But really how different are any of these fast casual restaurants anyway?

La Fortaleza usually does whether for takeout/delivery or dining in, they’d pair it with salsa. They’re also a chain technically since they have 5 locations across North NJ.
I mean I don’t know about authentic but since you asked about chains too, Chili’s has free chips & salsa if you put in your phone number.

I would not say restaurant but Surf Taco chips are free, their sauces are great and Taco, Burritos and Bowls are way better than Chipolte..
Fandango in West Orange. Food is delicious and free chips+salsa when you eat there.
Fiesta Mexico in Orangeburg is legit and has chips, but it’s right across the border
River rail in Cranford for free chips. Not a chain, but also not very authentic

I don't think I've been offered free chips in a real Mexican restaurant. By real I mean the places in New Brunswick like Oaxaqeños, which is a hole in the wall but good and opened like 22 hours a day
