You build stuff like that with excess or sponsored money or making deals with companies . The era of the art deco style buildings that look good and marble city halls with beautiful design was an era of well run cities with surplus to budgets being well managed . The story behind the marble in that place is one of the most corrupt things ive ever heard too - look it up but the TL:DR is they insisted on imported specialty marble no higher quality then what they could of got locally for 10x the price AND its a marble not made for high volumes so needs DAILY Maintenance when they could of got marvel that looked almost identical that was lower maintenance and better for high volumes at less then have the cost.
