If there was parking on the lower level, where were the baggage carousels? Also on the lower level?

it was below it. if you look at the model where the lower roadway is, that is the arrivals level where the carousels are. the parking was below that.

The current layout of the terminals, there are three levels, right? I suppose I got confused which level the carousels are on. The "Arrivals" level is the level of the Parking Lot?

terminal c has three levels because they have two ticket counter levels and the carousel level. terminal a just has the two.
