Not to defend South River in any way, but the fire hydrants are on the same water main that feeds your house. So when they flush hydrants, the high volume flow causes turbulence in the main and knocks loose some deposited sediment. The brown color is due to iron most likely (but possible dirt). This should only be happening once or twice a year. If you have brown water all the time, then they're bullshitting you and it has nothing to do with the hydrants.

There is brown water on a weekly basis but instead of addressing the issue, they blame it on hydrant usage or the residents using too much water.

Correct. I own a GC firm and we do city work. I know flushing hydrants causes this which is fine but this is a almost daily problem for some residents
