You have to download the forms. You can't walk in without a appn. They'll give you forms and help you fill them out during your prescheduled appn. They want you to at least look at the applications so you'll be prepared with all documents you'll for a successful appn. If your missing anything you'll have to schedule another appointment. You can't leave and come back if you forgot something.
