I'm no legal expert but I believe that the courts have ruled trash is not protected property unless locked up
I don't do this much, mostly around the holidays when people return a ton of things, but I have never been questioned by the police

Pretty much this. If the dumpsters aren’t locked or behind a fence / gate then it’s fair game.

It depends.
In any case, if caught, you're likely to only get a talking to, not any civil or criminal action. Last time I went dumpster diving I just got a "hey, you can't be in there, get out".

It’s up to the property owner to set those rules. I guarantee you Tractor Supply would not allow people to trespass in their dumpsters, meaning it is illegal. If you had a dumpster in your yard, would it be legal for a random person you didn’t invite there to take stuff from it? Of course not
