The rejection came from someone in the City of Manchester's Risk Management department. They're self insured so there's no insurance company to talk to there. The OP has no insurance, so ditto. The next steps would be those to the superior courthouse where the OP (or their lawyer) would go against the city's, ($DEITY knows when given the court is likely still working through the backlog), which runs the risk of the OP being found at fault by the judge/jury in spite of what the officer put in the accident report.
