If you want to gripe to her boss, Ms Denver appears to work for Kevin O'Neil, Manchester's risk manager (the city's self insured). Otherwise you'll probably want to find a lawyer, with the police report in hand. The downside is that if they think (and the court agrees) that you're 51% at fault, they can come after you for damage to the plow. If you don't have insurance and can't cover the damages, it can trigger a "must carry insurance" requirement and/or suspension of license and registration.

You're not going to find any useable recorded traffic cameras; they're generally illegal in New Hampshire except in specific locations.
