Trial and error or connections when it comes to finding a good mechanic. By good mechanic, I'm not talking about someone ignoring safety standards and slapping a sticker on any jalopy. It took me a while to find an honest but lenient mechanic. He'd tell me if something was an actual immediate safety issue and wouldn't slap a sticker on if that was the case. He'd straight up tell me what needs to be replaced and to come back once it's fixed. He'd give his price for the repair but suggested shopping around and even telling me what parts I should get myself if I wanted to do it myself.
Other minor issues, he'd tell me "get this fixed before you come back next year, otherwise you'll likely fail inspection". He'd never pressure me into having those minor issues dealt with immediately by him. He was my go-to guy. Unfortunately health issues forced him out of the business.
