Probably both those cities will check all the boxes. Concord is close enough to Manchester for more options, and Dover is close to Portsmouth.
You should take a hard look at property prices and rental availability around these parts. You might find there's some bad news there.

I live in a city with an Ivy League school so I’m sort of used to the high prices and shortage, unfortunately. Thank you for the warning though, I’ll be sure to keep this in mind :)
