It’s fairly popular. There is a trail around the pond used by lots of folks; walkers, runners, bicyclists. I can’t say it’s particularly unsafe.

In terms of "trail difficulty" or "will I get stabbed by some lunatic"? Either way, it's perfectly safe, and it was one of my favorite places to go when I lived in that area. There are a few backyards that are within eyesight of the trail so it's not secluded at all, and the trail itself is more a wide walking trail than it is a hiking trail.

I think this is the body of water just to the SE of Tower Hill, called Clark Pond. Same trail system though!

Yeah I think you're right, Tower Hill doesn't have any shoreline like that from what I remember. And it has a small island or two towards the middle.
