Those are flash cooked before freezing to be sure they're sterile, this one could have had an accident during the process

Like someone else said. A lot of frozen food is prepared with cooked elements. Frozen pizza has prebaked crust. Frozen French fries are often flash fried and then frozen. As are frozen breaded chicken Pattie’s and breaded fish.
